You could get a plastic cup, cut it to the right length and then cut plastic card for the ends. I think those little plastic wine glasses coyuld be the right size, or there are other options like wooden dowels/spindles, toilet paper/paper towel rolls; as far as connecting it to the wagon you could use sprues cut to fit and then attached.

I have lots of clear plastic containers from Locktite glue would work, or the trusty ol toilet paper roll with tooth picks sticking out of it, thats how we did back in the day!

That may have to be the plan. Tube, wrap it in plasticard, punch various sized spiky things through and figure out a rig to put it on the wagon.

Paper mache!!!!
But on the real all ya need to do us use 4 of the older curved IG dozer blades, makes a textured, metal, somewhat looking cylinder, even has slots for putting the blades in backwards to make the spikes.
Than it's as simple as capping the ends with tank cuppolas and using.....Sentinel legts for attachment.
